<br />'. <br /> <br />REGULAR COUNCIL MEETING <br /> <br />A Regular Council Meeting was held on November 28, 2005 at 6:00 p.m. in the Robert <br />H. Johnson Council Chambers of the Municipal Building. <br />President Compton called the meeting to order. Roll call was taken. Present were <br />members Clyde Bracknell, Daniel Burgess, Cathi Compton, Elizabeth Geiger, Gina King and <br />Mayor Cliff McDuffie. City Manager Steve Spina and City Attorney Karla Owens were also <br />present. <br />Staff present: Police Captain Randy Belasic, Fire Chief Robert Hartwig, Utilities <br />Superintendent Louie Sellars, Public Works Director Rick Moore, Building Official Bill <br />Burgess, Director of Administrative Services Sharry Boldt, Director of Development Todd <br />Vande Berg, and City Clerk Linda Boan. <br />A Moment of Silence was observed. The Pledge of Allegiance followed. Clyde <br />Bracknell moved the minutes ofthe November 14,2005 Regular Meeting and the November 14, <br />2005 Workshop be approved. Seconded by Daniel Burgess. Motion passed unanimously. <br /> <br />PUBLIC HEARING <br /> <br />I. Third Reading Ordinance #932-05 - Park and Cemetery Changes <br /> <br />Ordinance #932-05 was read by title. Elizabeth Geiger moved Ordinance #932-05 be <br />passed on the third reading. Seconded by Clyde Bracknell. There were no comments from the <br />audience or Council. Motion passed 4-1 with Councilwoman King voting against the motion. <br /> <br />A public hearing for a conditional use petition for a duplex unit in an Office Professional zoning <br />district was requested to be added to the agenda as an emergency item. Mayor McDuffie <br />approved the request. <br />Clyde Bracknell moved the item be added to the agenda as emergency item. Seconded <br />by Gina King. Motion passed unanimously. <br />A public hearing was advertised and signs were posted on the property for this public <br />hearing to allow a duplex unit in an office professional zone as a conditional use. There were no <br />comments from the audience or Council. <br />Elizabeth Geiger moved the request from Kevin and Tammy Ryman for a duplex in an <br />office-professional zone be approved. Seconded by Daniel Burgess. Motion passed <br />unanimously. <br /> <br />Item 4 was moved to this place on the agenda. <br /> <br />4. Noise Study <br /> <br />Mr. Spina provided a copy of the noise study performed by the LP A Group. Richard <br />Osborne from LPA was present and reviewed the study. The purpose of the study included: <br />request acceptance of the noise analysis; inform F AA/FDOT of proposed development near the <br />airport; ensure there is no impact to future development of the airport; determine if proposed <br />development impacts the ability of the airport to receive future FAA and FDOT grants; and <br />ensure that the City is well informed prior to taking any action on proposed development near the <br />airport. <br />Elizabeth Geiger moved the noise study be forwarded to FAA and FDOT for review. <br />Seconded by Clyde Bracknell. Motion passed unanimously. <br /> <br />Item 8 was moved to this place on the agenda. <br /> <br />8. First Reading Ordinance #941-05 - Special Basin <br /> <br />Ordinance #941-05 was read by title. Director of Engineering Services in Pasco County <br />Jim Widman explained the ordinance which provides stricter drainage requirements in basins of <br />special concern Pasco County previously adopted and encouraged City Council to consider <br />adopting this ordinance which was modeled after the ordinance from the county. <br />Gina King moved Ordinance #941-05 be passed on the first reading. Seconded by <br />Elizabeth Geiger. Motion passed unanimously. <br />
