Displacement, Relocation and Acquisition. Not applicable due to the Contracto�not being <br /> a sub recipient or state recipient. <br /> e. Labor. Not applicable due to HOME funds bei�g used to rehabilitate one single family <br /> house. <br /> f. Lead-based paint. If the house was built by and before 1978, a lead based paint <br /> assessment was completed, and that is attached#o this agreement.If fead paint is present <br /> abatemenU and/or removal shafl be part of the proposaf. <br /> g. Coriflict of fnterest. In accordance with 24 CFR Part 92.356, the Contractor certifies that <br /> he/she has not been in a position (as an empioyee, agent, consultant, officer, or an elected <br /> or appointed o�cial of a participating jurisdiction, state recipient, or subreapient which <br /> received HOME funds)to exercise any functions or responsibilities with respect to activities <br /> assisted with HOME funds or has not been in a position to participate in the decision <br /> making process or gain inside information with regard to fhe disbursement of NOME funds. <br /> The County certi�es that it has no knowledge of the Contractor having any canflict. <br /> h. Debarment and Suspension. In accordance with 24 CFR Part 92.357, the Contractor <br /> ce�tifles that he/she is not presently debarred, suspended, proposed for debarment, <br /> declared ineligible, or vofuntarily excluded from participation in receiving any HOME or <br /> other Federal Funds. The County certifies that it shall check on every vendor that it is <br /> associated with this project that it is not presentiy debar�ed,suspended, proposed for <br /> debarment, declared ineligible, or voluntarily excludad from participation in receiving any <br /> HOME or ather Federal Funds. <br /> I. F(ood Insurance. All Federal Emergency Management Agency rules shall be followed <br /> j. Executive Order 12372. Not applicable since fhe HOME funds are not competitive. <br /> (4)Records and Reports.The County agrees to complete al!applicable reports and maintain <br /> documentation in accordance with HUQ guidelines for a period of five years after the loan has <br /> �een peid-off. <br /> (5)Term.The term of this agreement shall be far one year a�ter the fina!building inspection, <br /> which is schedufed for 5/i 8/15. <br /> (fi) Lobbying. The Contractor and the County certify that no Federal appropriated funds <br /> have been paid by or on behalf of it to any person for influencing or attempting to influence an <br /> officer or employee of any agency, a member of Congress, an officer or employee of Congress, <br /> or an employee of a member of Congress in connection with the awa�ding of this or any cantract; <br /> #he making of any Federal grant; the making of any Federal loan; the entering into of any <br /> cooperaNve agreement; and the extension, continuation, renewal, amendment, or modification of <br /> any Federal contract,grant, loan, or cooperative agreement. <br /> !f any funds other than Federally appropriated funds have been paid or will be paid to any person <br /> for influencing or attempting to influence an officer or employee of any agency, a member of <br /> Congress, an afficer or employee of Congress, or an employee of a member of Congress in <br /> S/Community Development/Housing Forms <br /> Revised 9l23/13 <br /> 2 <br />
