OWNER—OCCUPIED R�HABILITA710N A3313TANCE AGREEMENT FOR GENERAL.CONTRACTORS HOME INVESTMENT PARTNERSHIPS PROGRAM (Only if applicabfe if assistance funded with HOME Funds) � THiS AGREEMENT is entered into this 4 day of November, 2013 by and between the Pasco County Board of County Commissioners (Community Deveiopment Division), (hereinafter refeRed to as the"County"), and Covenant Communities. lnc. (hereinafter referred to as the"Contractor"). THIS AGREEMENT iS ENTERED INTO BASED ON THE FOLLOWING FACTS: A. WHEREAS, Pasco County has been designated by the United States Department of Housing and Urban Development as a participating jurisdiction for the receipt and use of funds as provided by the HOME Investment Partnerships Program {"HOME Program")as provided in 24 CFR Part 92; and B.WHEREAS, the County has agreed to use the HOME funds to finance a Homeowner program that meets the �equirement as set forth in 24 CFR Part 92 as amended by t�e United States Housing and Urban Development Department(HUD). C.WHEREAS, the Contractor has agreed to rehabilitate the following property: 4614 Eaale Ranpe Dr.Zephyrhilfs, �'L 33542, NOW,THEREFORE, fhe County and the Contractor do mutually agree as follows: (1) Housing Quality Standards. Once rehabiiitation is completed, the property will meet the property standards(HQS)as outlined in 24 CFR Part 92.251 and the County will ensure that the property will meet the requirements of its written standards, applicable loca!codes, rehabilitation standards, ordinances and zoning ordinances. Homes that are non-conforming but have been allowed to continue by the County or applicable city shaH be aflowed to participate in the program. {2y Rehabilitation Work. The work that will be done on the house shall be in accordance with the proposal, attached as an exhibit to fhis agreement. Additional work shall be approved by using a change order form. Change order forms must be signed by the contractor and the Momeowner, and approved by the County. It is estimated that the work will be completed according to the following schedule: Contract Signing: 11/20/13 - 50%Comple#ion 3/04/14 100%Completion 5/18/14 The budget for thi5 project is estimated as follows: Title Costs 500.00 Rehab Work $115.580.00 Total $117.080.00 The original contract cails for the work to be completed in 150 days. {3) Other Program Requirements.The Contractor and the County must comply with all applicable federal laws and regulations as described in the WUD guidelines(24 CFR Part 92). a.
