The environmental effects shall be assessed in accordance with <br /> the provisions of the National Environmental Poficy Act of 1869{IVEPA)and the related <br /> authorities Eisted in HUD's implementation regulations at 24 CFR Parts 50 and 58. An <br /> environmental review shall be completed by Pasco County before any funds are obligated. <br /> d. Displacement, Relocation and Acquisition. Not applicable due to the Contractor not being <br /> a sub recipient or state reciplent. <br /> e. Labor. Not applicable due to HOME funds being used to rehabilitate one single family <br /> house. <br /> f. Lead-based paint. If the house was built by and before 1878, a lead based paint <br /> assessment was completed, and that is attached to this agreement.If lead paint is present <br /> abatement/and/or removal shall be part o#the proposa(. <br /> g. Con�iict of Interest. ln accordance with 24 CFR Pa�#92.356, the Coniractor certifies that <br /> he/she has not been in a pasitian (as an employee, agent, consultant,officer, or an elected <br /> or appointed official of a participating jurisdiction, state recipient, or subrecipient which <br /> received HOME funds}to exercise any functions or responsibifities with respect to activities <br /> assisted with HOME funds or has not been in a position to participate in the decision <br /> making process or gain inside information with regard to#he disbursement of HOME funds. <br /> The County certifies that it has no knowledge of the Contractor having any conflict. <br /> h. Debarment and Suspension. In accordance with 24 CFR Part 92.357, the Contractor <br /> certifies that he/she is nat presently debarred, suspended, proposed for debarment, <br /> declared ineligible, or voluntarily exduded from participation in receiving any HOME or <br /> other Federal Funds. The County certifies that it shall check on every vendor that it is <br /> associated with this project that it is not presently debarred, suspended, proposed for <br /> debarment, declared ineligible,or voluntarily excluded from participation in receiving any <br /> HOME or other Federal Funds. <br /> [. Flood Insurance. All Federal Emergency Management Agency rules shall be followed <br /> j. Executive Order 12372. Not applicable since the HOME funds are not campetitive. <br /> (4) Recwds and Reports.The County agrees to complete alf applicable reports and maintain <br /> documentation in accoMance with HUD guidelines for a period of five years afte�the loan has <br /> been paid-off. � <br /> (5)Term.The term of#his agreement shall be for one year after the final buifding inspection, <br /> which is scheduled for 5/18/15. <br /> (6) Lobbying.
