c. Environmentai Review. The environmental effects shall be assessed in accordance with the provisions <br /> af the National Environmental Policy Act of 1969 (NEPA) and the related authoritles Iisted in HUD's <br /> implementation regulations at 24 CFR Parts 50 and 58. An environmental revisw shall be completed by <br /> Pasco County t�e#ore any funds are obligated. <br /> d. Disp(acement, Relocation and Acquisition. Not applicable due to the Contractor not being a <br /> subrecipient or state recipient. <br /> e. Labor. Not applicable due to HOME funds being used to rehabilitate one single family house. <br /> f. Lead-based paint. If the house was built by and before 1978, a lead based paint assessment was <br /> compfeted, and that is attached to this agreement .If lead paint is present abatemenU and/or removal <br /> shal! be part of the propasal. <br /> g. Conflict of Interest. In accordance with 24 CFR Part 92.356, the Contractor certifies that he/she has not <br /> been in a position (as an employee, agent, consuitant, officer, or an elected or appointed afficial of a <br /> particEpating jurisdiction, state recipient, or subrecipient which received HOME funds)to exercise any <br /> functions or responsibilities with respect to activities assisfed with HOME funds or has not been in a <br /> position tfl participate in the decision making process or gain inside information with regard to the <br /> disbursement of HOME funds. The County certifies that it has no knowledge of the Contractor having any <br /> conflict. <br /> h. Debarment and Suspension. fn accordance with 24 CFR Part 92.357,the Contractor certifies that <br /> he/she is not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily <br /> excluded from participation in receiving any HOME or other Federal Funds. The County certifies that it <br /> shalf check on every vendor that it is associated with this project that it is not presently debarred, <br /> suspended, proposed for debarment, declared ineligible, or voluntarily exciuded from participation in <br /> receiving any HOME or other Federal Funds. <br /> I. Flood Insurance. All Federa! Emergency Management Agency rules shall be follawed <br /> j. Executive Order 12372. Nat appiicable since the HOME funds are not competitive. <br /> (4j Records and Reports. The County agrees to complete aN applicable reports and maintain documentation <br /> in accordance with HUD guidelines for a period of five years after the loan has been paid-off. <br /> (5)Term.The term of this agreement shall be for one year after the final building inspection, which is <br /> schedufed for 05/19/15. <br /> (6) Lobbying. The Contractor and#he County certify that no Federal appropriated funds have been paid <br /> by or on behalf of it to any person for influencing ar attempting to influence an officer or employee of any <br /> agency, a member of Congress, an officer or employee of Congress, or an emplayee of a member of Congress <br /> in connection with the awarding of this ar any contract; the making of any Federal grant; the making of any <br /> Federal loan; the entering into of any cooperative agreement; and the extension, continuation, renewal, <br /> amendment, or modificatian of any Federal contract, grant, loan, ar cooperative agreement. <br /> If any funds other than Federally appropriated funds have been paid or will be paid to any person for <br /> influencing or attem�ting to influence an officer or employee of any agency, a member of Congress, an officer <br /> or employee of Congress, or an employee of a member of Congress in connection with this agreement, the <br /> Cantractor shall complete and submit Standard Form LLL, Discfosure Form to Report Labbying, in accordance <br /> with its instructions. <br /> S/Community De�+elapmenUHousing Fomts Revised 04/27l1� <br /> - 10 - <br />
