It is served by 16th Street and <br /> Alpha Avenue. <br /> d. Moates property. This property, with 15 single family <br /> units, at build out, will generate 135 trips daily. It <br /> fronts onto 16th Street and with traffic circulation to <br /> Pretty Pond Road and County Road 54. <br /> e. Phyllis Rose site. This property, at build out, will <br /> generate an estimated 260 trips daily. It is served by 20th <br /> Street. <br /> These annexations will not adversely impact the City' s <br /> transportation network. <br /> E. Recreation <br /> City of Zephyrhills site <br /> Hammond site , <br /> Armstrong property <br /> Moates property <br /> Phyllis Rose site <br /> Two of the five annexations include residential development <br /> but add fewer than 40 residents. Level of service standards <br /> for Zephyrhills are indicated on REC Table 4 and REC Table 5, <br /> City of Zephyrhills Comprehensive Plan, which are attached, <br /> and indicate that more than sufficient recreational <br /> facilities are in place to handle populations of more than <br /> 20,000 and to serve the City and its residents through the <br /> horizon year of 2010. Furthermore, the city is building a <br /> second phase onto its recreational/community center for <br /> Zephyrhills and the East Pasco area. The building, currently <br /> 8,000 square feet, will add an additional 15,000 square feet <br /> through its second and third phases for a total of 23,0000 <br /> square feet. The facility will include weight rooms, aerobic <br /> areas, gymnasium, racquetball courts, classroom and youth <br /> activity room. This facility will extend the level of <br /> services through the year 2010, and meets the city' s major <br /> recreational deficiency, that of a multi-purpose facility <br /> (see Table REC-5) . A junior olympic size swimming pool <br /> opened in May 1995. <br /> These annexations will not adversely impact the City' s <br /> recreational service. <br /> 2. Analysis of the character and magnitude of existing land <br /> a. City of Zephyrhills site. This site is currently vacant. <br /> For the immediate past 15 years, it served as the location of <br /> the Zephyrhills Parachute Center. Its uses included a drop <br /> zone, office/manifest building, restroom/shower facility and <br /> camping and parking areas. It abuts the municipal airport. <br /> Future land use is industrial. Surrounding land uses are <br /> residential, airport and industrial. <br /> b. Hammond site. This site abuts the city site and is <br /> largely undeveloped. A partially constructed freefall <br /> simulator is located on the property. Future land use is <br /> industrial. Surrounding land uses are residential and <br /> industrial and airport related. <br />
