- The subject property is situated on a large corner lot and per the survey <br /> of this property the owner can achieve a 15' side yard setback with the <br /> proposed garage from the eastern neighbor. The subject neighborhood <br /> has an established precedence of many of the owners have one and <br /> sometimes two accessory structures in their rear yards. Staff does not <br /> feel the proposed garage with proposed constructaon as reflected in the <br /> submitted rendering will not contribute to deterioration of quality of life <br /> and/or reduction in property values in this location. <br /> b.) Is consistent with the character and existing land use patterns in the surrounding <br /> area; <br /> - See reply to 2a above. Additionally, the construction material will be <br /> concrete block(same as the primary residence) and painted the same <br /> color as their home. The Architectural features such as two garage <br /> doors, exterior lighting, side door/window and hip roof also help <br /> provide a residential feel to the structure. Staffhas also discussed with <br /> the property owner on the height of the proposed garage not to exceed <br /> the height of the primary residence. <br /> c.) Will not create or excessively increase traffic or parking congestion or otherwise <br /> affect public safety; <br /> - N/A; <br /> d.) Site shall have suitable drainage, access, ingress and egress, off street parking <br /> and loading areas; <br /> - Staff is not aware of drainage related problems associated with subject <br /> property after conduction a site visit; <br /> - Parking/accessibility is not a factor with this proposed use. <br /> e.) Site shall have or may have screening or buffering to prevent interference with <br /> the enjoyment of surrounding areas; <br /> - There is a partial existing landscape buffer/screening existing on the <br /> eastern property boundary line. The eastern property boundary is the <br /> only direction in which this issue comes into play. The applicant is <br /> agreeable to planting shrubs along the west side of the proposed <br /> structure. Staff feels no additional buffer/screening is necessary. <br /> f.) Site shall meet the applicable requirements of the zoning district in which it is <br /> located; <br /> - If the conditional use is approved, a permit will need to be applied for <br /> through the City Building Department addressing requirements to <br /> applicable zoning standards/regulations and pemiitting standards. <br /> g.) Any existing or proposed signage or lighting will not adversely affect <br /> surrounding areas or vehicular traffic; <br /> - N/A. <br /> h.) Conditional use will not interfere with or adversely affect the health, safety or <br /> welfare of the surrounding community area; <br /> - N/A; <br />
